Online lecture "Criminal punishment in re-education in Polish law and decisions" in OSUIA

As part of the memorandum of cooperation with the WSB Academy (Republic of Poland), an online lecture "Criminal Punishment in Re-education in Polish Legislation and Decisions" was held on April 28 for the scientific and pedagogical staff and students of the university.

 

The speakers of the lecture were Marek Valanchik, Professor, Doctor of Philosophy, Head of the Department of Pedagogy, and Karolina Valanchik-Ryba, Doctor of Philosophy, Legal Adviser of the WSB Academy.

 

Welcoming speech was made by the Vice-Rector for International Cooperation of the WSB Academy, Doctor of Philosophy Rafal Rebilas. Mr. Rebilas congratulated the speakers and listeners of the lecture and thanked for the fruitful cooperation, exchange of knowledge and experience, and noted the sincere desire to organize further joint events offline, provided that the quarantine restrictions are relaxed.

 

During the online lecture, Professor Karolina Valanczyk-Ryba revealed the genesis of punishment, forms, types and principles of punishment in Poland. Detailed attention was paid to the imposition of penalties for crimes committed against minors.

 

In turn, Professor Marek Walanczyk highlighted the classification and organizational structure of penitentiary institutions in Poland, as well as gave examples of classifications of these institutions by the EU and the United States. Yes, juvenile prisons are set aside in Poland; for persons serving a term for the first time; for recidivists; military prisons.


The speaker commented on the rights of prisoners and added that the European Penitentiary Rules and Nelson Mandela's rules do not define a specific living space, but recommend single cells. If the cell is less than 3 m² per prisoner in a cell for several persons, there is a presumption of violation of Art. 3 of the European Convention on Human Rights.

 

Mr. Valanchik spoke in great details about the conditions of detention and rehabilitation of prisoners in closed, semi-open and open prisons.


At the end of the event, the cadets asked the representatives of the Polish higher education institution about their attitude to the death penalty. In turn, Professor of Criminal Law and Criminology Anna Sobko suggested conducting a joint study on the topic of the lecture. The head of the department of international cooperation Alla Bochevar thanked the speakers for the bright presentation of information and expressed the desire for further active development of cooperation and joint scientific activities.
