A round table was held at the Odesa State University of Internal Affairs on the topic: "Combating Cybercrime in Ukraine: Current State, Features in War Conditions and Forecasting for the Post-War Period."

The scientific event was opened by the Rector of the university, Doctor of Legal Sciences, Associate Professor, Honored Worker of education of Ukraine Dmytro Shvets, who noted that this topic is extremely important for the future of Ukraine, especially in the context of the modern hybrid conflict and the intensive use of cyber weapons in this context. The head of the university noted that all participants of the round table have a unique opportunity to discuss the main issues and develop recommendations that will contribute to the improvement of cyber defense and ensure stability after the end of the conflict.

Oleksandr TARASENKO, Director of the Department of Education, Science and Sports of the Ministry of Internal Affairs of Ukraine, addressed the audience with an introductory speech. He noted that we must define and consider the specifics of combating cybercrime in wartime. Military conflict makes our country a particular target for cyberattacks, and we must develop effective strategies to protect the nation's cyber infrastructure during wartime. An equally important task is predicting the consequences of cyber attacks and developing strategies for recovery after their completion. Taking this aspect into account will help us reduce the damage and prepare our country for further challenges.

Yurii VYKHODETS - Head of the Cyber Police Department of the National Police of Ukraine, general of the Police of the Third Rank (online); Serhii SUMSKY - Director of the Department of Informatization of the Ministry of Internal Affairs of Ukraine; Oleksiy LEONOV - People's Deputy of Ukraine, Chairman of the Supervisory Board of the Odessa State University of Internal Affairs; Valery SOKURENKO - Rector of the Kharkiv National University of Internal Affairs, Doctor of Law, Professor, Corresponding Member of the National Academy of Legal Sciences of Ukraine, Honored Lawyer of Ukraine, Police General of the Third Rank; Serhiy KROPYVA – Deputy Head of the Odesa Regional Military (State) Administration for Digital Development, Digital Transformations and Digitalization (online); Ivan KALABASHKIN - Deputy Head of the Department of Counterintelligence Protection of State Interests in the Field of Information Security of the Security Service of Ukraine, candidate of legal sciences, colonel (online); Lilia HRUDKO is a Coordinator of projects in the field of "Human Security" of the OSCE Support Program for Ukraine (online).

Scientists, teachers, adjuncts, graduate students, masters, students of higher education of departmental higher education institutions and practical workers of law enforcement structures of the state joined the work of the round table.

During the discussion, the participants of the round table discussed the following issues:
1. The current state of combating cybercrimes in Ukraine.
2. Strategic priorities and features of combating cybercrime in the conditions of large-scale aggression of the Russian Federation.
3. International standards and methodologies for assessing cyber threats.
4. Prognostic techniques and the global trend of crime in cyberspace, assessment of the spread of cybercrime in Ukraine in the post-war period.

Regarding the first question, Roman BUTKO, Head of the Department of Criminal Analysis of the National Police of Ukraine, and Ihor SALNIKOV, Head of the 3rd department (organizational control work and support of activities) presented their report on the topic: "Development and activity of the Department of Criminal Analysis under martial law". Department of Criminal Analysis of the National Police of Ukraine. Yevhen PANCHENKO, Head of the 4th Department (operational analytical support and analysis of open sources) of the Cyber Police Department of the National Police of Ukraine highlighted the topic of cybercrime analysis in Ukraine.

In his turn, Stanislav SAMOILOV, Head of the 3rd department (information technologies and programming) of the Cyber Police Department of the National Police of Ukraine revealed the topic of inspections of information and communication systems and automated systems for managing technological processes of critical enterprises that were under temporary occupation after their de-occupation. Oleg DEINEKA, director of the News Agency "NOVYNY UKRAINY", Deputy Head of the NGO "International Research Center for UAV-Development and IT Innovations", revealed the features of the analysis, prospects and problems of the development, introduction and use of UAVs, drone complexes in the system of criminal surveillance and civil defense.

A meaningful report was presented by the Chief Researcher of the Scientific Research Laboratory of criminological studies of the of the Ministry of Internal Affairs of Ukraine, Doctor of legal sciences, Professor, Honored Worker of science and technology of Ukraine Oleksandr Korystin, who spoke about the implementation of the Europol IOCTA methodology in Ukraine.
International standards and methodologies for assessing cyber threats (Cybercrime Convention, ISO, ENISA directives, Digital Forensics, Threat Intelligence, etc.) were discussed by Bohdan Denisenko, Expert on specialized law enforcement agencies of the European Union Advisory Mission, and Dragosh DIMA, Denior Adviser on Cyber Security of the Consultative Mission of the European Union.
According to the results of the round table, a resolution was approved regarding the main directions and features of combating cybercrime in Ukraine in the modern period in the conditions of war and in the perspective of the post-war period.
