KhNUIA expands international scientific integration: participation of the university rector in the events of the RESONANT project of the Horizon Europe program in Athens

Kharkiv National University of Internal Affairs continues to actively expand international scientific cooperation and integrate Ukrainian law enforcement education and science into the European research space. As part of the implementation of international grant activities, the Rector of Kharkiv National University of Internal Affairs, Doctor of Law, Professor, Police General of the Third Rank Valerii Sokurenko, together with the Head of the Research Laboratory of Social and Psychological Support, Assistance and Rehabilitation of the employees of the Ministry of Internal Affairs Oleksii Serdiuk, took part in the events of the large-scale European project RESONANT (“Interdisciplinary Research Cooperation on Foreign Intervention, Suppression and Information Manipulation in Diaspora Communities”) of the Horizon Europe program, which took place in Athens.

The main objective of the events is to participate in tabletop exercises (TTX) and focus groups aimed at modeling effective countermeasures to counter foreign interference and manipulation of information (FIMI), as well as collecting feedback from stakeholders on the practical application of innovative analytical approaches.

The first two days of the visit were devoted to strategic negotiations on the development and submission of new Horizon Europe project applications dedicated to protecting citizens and supporting law enforcement agencies in combating high-tech cyber fraud of the new generation (in particular, the threats of using generative artificial intelligence, text-based AI chats and voice cloning - voice phishing). For its part, KhNUIA invited European partners to join three applications based on long-term studies "Veteran Longitudinal Study" and "Children Online", carried out in cooperation with Anglia Ruskin University (Great Britain). These applications cover the prevention of online crime among youth, support for post-conflict democracy and reconstruction with a focus on veterans, as well as studying the impact of digital tools on the mental health of schoolchildren.

The following days were spent in the format of intensive practical simulations and tabletop exercises (TTX). Representatives of KhNUIA, together with European law enforcement officers, journalists, analysts and fact-checkers, worked out real cases of identifying information attacks, built evidence chains in complex hybrid threat scenarios and modeled plans for interagency coordination of countermeasures at the international level. The results of the simulations will become the basis for updating the methodological manuals of the RESONANT project (TTX Compendium).

Summing up the results of the mission, the university representatives successfully implemented a number of strategic tasks. In particular, they participated in the preparation of a section of a collective monograph for the international publishing house Routledge and coordinated work on a joint scientific article for the journal Open Research Europe. The consortium partners were presented with the current results of the project, which KhNUIA is implementing in close cooperation with the Ministry of Internal Affairs of Ukraine. In addition, representatives of the university participated in the development of six new grant applications within the framework of the Horizon Europe program, and also contributed to the expansion of international relations and informed the European community about the security situation in Ukraine under martial law.
The results of the visit will contribute to the further integration of KhNUIA and the Ministry of Internal Affairs of Ukraine into the European scientific space and strengthening the image of our state in the international arena.
