Cadets of Kharkiv National University of Internal Affairs practically teach young people from Vinnytsia and Khmelnytskyi regions about financial literacy. Educational workshops on developing skills in recognizing fraudulent schemes and taking a responsible attitude towards personal financial security are held in schools and colleges as part of the implementation of the educational project “Financial Patrol”. Educational activities contribute to the development of digital awareness of adolescents and the establishment of a trusting dialogue with future police officers.

The idea of creating an educational project belongs to the participants of the scientific circle of the Department of Social and Economic Disciplines of Kharkiv National University of Internal Affairs. While working on the topics of financial security and economic sustainability of the state, the circle members came to the conclusion that it is extremely important not only to study financial mechanisms in theory, but also to teach financial literacy in practice - in particular, young people who need such knowledge in everyday life.
The Financial Patrol project team includes students studying in the specialty D1 "Accounting and Taxation" of the Educational and Research Institute No. 2 - Milena TSVIETKOVA, Polina DIAKOVA, Yevhen NOVIKOV, Svitlana SHAPOVALOV, a higher education student in the specialty D8 "Law" of Educational and Research Institute No. 1 Diana KOROTKA, and a higher education student in the specialty F5 "Cybersecurity and Information Protection" of Educational and Research Institute No. 4 Ivan ANDRIIENKO, because financial literacy today is impossible without understanding the issues of personal data protection, cyber hygiene and safe use of electronic financial services, and legal prevention of financial fraud.
In June 2025, the Financial Patrol project was submitted to the competition of the All-Ukrainian Program for Support of Youth Initiatives, the grant program of which is implemented within the framework of the project “Support for Children and Youth with Experience of Staying in Alternative Forms of Care”, which is implemented by UNICEF Ukraine together with the Public Organization “Ukrainian Network for the Rights of the Child” and the Office for Children and Youth “DIyMO” under the Ministry of Social Policy, Family and Unity of Ukraine with financial support from the Federal Ministry for Economic Cooperation and Development of Germany (BMZ) through the state development bank KfW, the European Union and the Government of Sweden.
In August 2025, the educational project “Financial Patrol” received grant funding and was highly appreciated by the expert commission for the innovativeness of the approach, practical orientation and social significance of the idea.
According to the results of the competition, the grantors supported the proposal for its implementation, because in modern conditions it is extremely important to familiarize young people with common cyber threats and the principles of safe use of Internet resources in the context of ensuring personal financial security, to develop their critical thinking, trust in official financial institutions, and to popularize the culture of financial responsibility and civic integrity.
