On December 8, shortly before the end of the World Action "16 Days Against Violence", a large-scale final event (the forum "Domestic Violence: A 360 ° View: Challenges. Opportunities. Actions”) took place. Within this World Actoin a scientific and practical commentary to the Law of Ukraine “On Prevention and Counteraction to Domestic Violence” was presented.
The forum was organized by the National Police of Ukraine and the National Academy of Internal Affairs with the support of the EUAM in Ukraine and in partnership with the Association of Women Lawyers of Ukraine "YurFem". Government officials, law enforcement officers, MPs, international partners, and public activists analyzed the achievements and challenges in preventing and combating domestic violence.
The event was opened by Kateryna Pavlichenko, Deputy Minister of Internal Affairs of Ukraine, who noted that domestic violence is a recognized global problem, and modern legal doctrine, international law and the European conventional heritage oblige the state to create an effective system for preventing and combating domestic violence, available to victims of such violence and aimed at protection of their safety.
The Commissioner for Human Rights of the Verkhovna Rada of Ukraine Liudmyla Denisova noted that violence is unacceptable, and those who commit it will bear the consequences.
EUAM Chairman in Ukraine Antti Hartikainen noted that after the adoption of the new legislation, domestic violence has become a serious offense, for which there is a more strict punishment.
The discussion was also attended by Deputy Minister of Social Policy of Ukraine for European Integration Olga Revuk, Plenipotentiary of the President of Ukraine for Children's Rights Mykola Kuleba, First Deputy Chief of the NPU Patrol Police Major Oleksii Biloshytskyi and MP Maryna Bardina.
The National Academy of Internal Affairs was represented at the forum by Vice-Rector, Doctor of Law, Professor and Police Colonel Serhii Cherniavskyi and Assistant Rector for Gender Issues, Candidate of Law, Associate Professor Valentyna Lukianets. The key event of the forum was the presentation of the long-awaited comprehensive scientific and practical commentary to the Law of Ukraine "On Prevention and Counteraction to Domestic Violence". Serhii Cherniavskyi and Kateryna Levchenko, the government's commissioner for gender policy, presented the comment, emphasizing that it is the first joint work of a close-knit team of practitioners and scholars, so the authors of the comment expect its active practical application and recommendations for content improvement.
