Serhii Hirenko, Deputy Director for Educational and Research Activities of the Educational and Research Institute No. 2, and Serhii Vladov, Leading Researcher of the Department of Scientific Work Organization (Department of Scientific Activity Organization), participated in the international conference "Artificial Intelligence (AI) in Public Safety: People – Responsibility – Competencies", held at the Police Training Centre in Legionowo, Poland.

The conference brought together representatives from law enforcement agencies, educational institutions, government bodies, and the technology sector from Poland, the UK, Italy, Spain, the Netherlands, Germany, and Ukraine.

Representatives from KhNUIA presented a paper titled "A neural network approach to developing the professional competence of police officers for performing law enforcement functions under martial law," focusing on the use of AI technologies to enhance police officers' professional competence during wartime. They also introduced the university to the attendees, highlighting the specifics of training future law enforcement officers and the organization of the educational process amidst the full-scale war and the university's relocation.

A key theme of the conference was the responsible use of artificial intelligence in law enforcement. Participants discussed its application in police training, data analysis, decision support, crisis scenario modeling, and personalized learning. Particular attention was paid to ethical principles, the oversight of algorithmic usage, and human accountability for decisions made with the aid of digital technologies. 

In a research report, university representatives proposed a comprehensive approach to assessing police officers' professional competence, taking into account legal knowledge, tactical thinking, communication skills, stress resilience, and the ability to make decisions under risk. Study results showed that, following the application of artificial intelligence methods in training, the integrated performance indicator rose from 77.7% to 86.1%.

The findings confirm the potential of using artificial intelligence technologies to personalize police professional training, assess readiness for duty, and identify areas for further competence development.
