Courses on employees’ specialization with the observance of human rights have started at the Institute of Postgraduate Education of Kharkiv National University of Internal Affairs. 23 employees of the Human Rights Observance Division of the National Police of Ukraine and 19 representatives of territorial departments will be trained under the specialization program for two weeks.

 

 

Valerii Sokurenko, Rector of the University, Police General of the 3-rd Rank and Ruslan Horiachenko, Head of the Division, Colonel of Police, met with the employees of the Human Rights Observance Division of the NPU. The Rector of the university noted that the National Police was constantly reforming, introducing new modern forms and systems of work. One of those was “Custody Records”, which helped protect the rights and safety of both detainees and police officers in temporary detention facilities. The university had a corresponding training base, training grounds, where you could practice the skills of working with that system. Valerii Vasylovych emphasized that an introductory tour of the university would be held for the students of the courses in order to give them an image of the level and capabilities of the police educational institution.

 

Ruslan Horiachenko noted that the implementation of the “Custody Records” system brought the system of ensuring the detainees’ rights to a new level. The system was operating effectively in four cities of Ukraine. Moreover, the preparations were underway for its full-fledged launch in three more regions - Kharkiv, Luhansk and Lviv regions. The implementation of "Custody Records" was aimed at minimizing possible cases of illegal treatment of detainees, ensuring control over the observance of their rights and freedoms, and at protecting the staff of the Temporary Detention Facility from false accusations regarding the illegal treatment of detainees.

 

 

Classes will be conducted by experienced specialists of the scientific and pedagogical staff of the university. Particular attention will be paid to the goals and objectives of the information subsystem "Custody Records", its structure, and content, the procedure of work. The work organization of rooms for detainees, pre-trial detention facilities, the procedure for drawing up procedural documents, etc. will be discussed.
