The 11th International Scientific and Practical Conference, “Training of Law Enforcement Officers in the Ukrainian Ministry of Internal Affairs System Under Martial Law,” was held at KhNUIA

The conference was organized by the Departments of Tactical and Special Training and Special Physical Training of the ERI No. 2. The conference was attended by scholars, representatives of higher education institutions with specific training conditions, military universities, practitioners, as well as representatives of the Armed Forces of Ukraine, the Main Intelligence Directorate of the Ministry of Defense of Ukraine—specifically the 14th Ivan Bohun “Chervona Kalyna” Special Operations Brigade—the National Police, the Demining Center, and international partners.

The academic event was opened by University Rector Valerii Sokurenko. He emphasized the importance of training law enforcement officers within the Ministry of Internal Affairs system under martial law as an integral part of the security and defense sector.

The conference was organized around a number of thematic areas, covering the organizational and legal foundations of training specialists in the security and defense sector, the improvement of tactical, firearms, physical, and psychological training, the development of pre-medical care and tactical medicine, interagency cooperation, international experience, as well as issues of critical infrastructure protection and crisis response. Special attention was given to the research work of cadets, undergraduates, and graduate students.

The following speakers addressed the participants with welcoming remarks: Oleksandr Bandurka, First Vice President of the National Academy of Legal Sciences of Ukraine, Full Member (Academician) of the National Academy of Legal Sciences of Ukraine, and Member of the Presidium of the National Academy of Legal Sciences of Ukraine; Dmytro Shvets, Rector of Lviv State University of Internal Affairs; Oleksandr Morhunov, Head of the Main Department of the National Police in Luhansk Oblast; Petro Tokar, Head of the Main Department of the National Police in Kharkiv Oblast; Ivan Ishchenko, Head of the Main Department of the National Police in Khmelnytskyi Oblast; Oleksandr Kovtun, Head of the Main Department of the National Police in Zhytomyr Oblast; Dmytro Zhuravlov, Deputy Head of the Department for Citizenship, Pardons, and State Awards – Head of the Pardon Division of the Office of the President of Ukraine; First Deputy Head of the Directorate – Head of the Department for the Organization of Unmanned Aerial Vehicle Operations of the Aviation and Water Police Directorate of the National Police of Ukraine, Oleksandr Les; President of the All-Ukrainian Hand-to-Hand Combat Federation, Doctor of Physical Education and Sports, YuriiRadchenko.

Presentations were delivered by representatives of higher education institutions within the Ministry of Internal Affairs system, the State Border Guard Service of Ukraine, the National Police, as well as foreign partners from Latvia. Participants discussed issues related to the training of future law enforcement officers, physical and tactical-specialized training, the promotion of a healthy lifestyle, and the strengthening of critical infrastructure protection under martial law.

The conference served as a platform for exchanging experiences, scientific approaches, and practical best practices in the field of training specialists for Ukraine’s security and defense sector.
