On September 24, the Odessa State University of Internal Affairs held a remote regional training on the main provisions of anti-corruption legislation (restrictions, prohibitions), as well as rules of ethical behaviour for employees of territorial bodies of the Ministry of Internal Affairs, institutions, establishments and enterprises belonging to the Ministry of Internal Affairs in Odesa, Mykolaiv and Kherson regions.
The event was moderated by Olga Volokitenko, Associate Professor of the Department of Administrative Law and Administrative Process, Candidate of Law. Anatoliy Fodchuk, the Head of the Corruption Prevention Department of the Ministry of Internal Affairs of Ukraine, and Volodymyr Hrokholskyi, First Vice-Rector of the University, addressed all those present with a welcoming speech.
"As practice shows, many violations and many different law violations, which entail the corresponding responsibility, are due to the fact that people do not fully know and understand the laws and requirements of the system. We constantly have some new changes, new law enforcement practices. So, I emphasize once again - to be as responsible as possible to study, to the opportunities that are provided, and all this will benefit us, "- said Anatoly Fodchuk.
"In the system of executive authorities, the Ministry of Internal Affairs of Ukraine occupies a special place, because it is the normative legal acts tasked with ensuring the formation of state policy in the areas of human rights and freedoms, public and state interests, crime prevention, public safety and order, provision of police services, etc. But, as practice shows, the system of the Ministry of Internal Affairs is not yet free from such negative phenomena as corruption. This happens by various reasons, including insufficient knowledge of the legal framework. Therefore, the main purpose of our today`s study is to bring to you the legislative acts and requirements of the Ministry of Internal Affairs to prevent and combat corruption, "said Volodymyr Grokholsky.
Then the participants were introduced to the speech of the Head of the Department of Professional and Special Disciplines of Kherson Faculty, Doctor of Law, Associate Professor Oleg Shkuta on international approaches to education and integrity for employees of the Ministry of Internal Affairs.
Professor of the Department of Criminal Law and Criminology of the University, Candidate of Law, Associate Professor Olena Pluzhnik told the audience about the concepts of corruption, corruption offenses and corruption crimes, criminal liability for violation of anti-corruption legislation of Ukraine and features of qualification of corruption crimes in the field of official activity.
In turn, the head of the NAPC Department for Prevention and Detection of Corruption Serhiy Derkach touched upon the organization of work on creating conditions for notifications of violations of anti-corruption legislation and consideration of such notifications, establishing effective cooperation with whistleblowers.
The concept of conflict of interest and the issue of administrative liability for violation of anti-corruption legislation of Ukraine was revealed by Professor of the Department of Administrative Law and Administrative Procedure of the State University, Candidate of Law, Associate Professor, Certified Coach Oleg Koropatov.
Dmytro Verbytskyi, an employee of the Department of Strategic Investigations in the Odesa Region of the State Investigation Department of the State National Security Service of Ukraine, spoke about the practical aspects of preventing and resolving conflicts of interest and some issues of financial control.
The day also discussed the problematic issues of restrictions on receiving gifts, combination and combination with other activities, joint work of relatives and identified effective methods to prevent corruption in the work of legal entities. Olga Serhiyenko, the University's Commissioner for Anti-Corruption Activities, provided the participants with a step-by-step algorithm for assessing corruption risks in the work of a state institution, institution and some issues of financial control using multimedia tools. Associate Professor of the Department of Civil Law Disciplines of the University, Candidate of Law, Associate Professor Svitlana Myrza reported on the organization of the work of a legal entity under public law on cooperation with business partners and the importance of cooperation with contractors who have an unblemished business reputation.
In writing, the participants had the opportunity to ask questions to the lecturers, comprehensive answers to which they received at the end of the meeting.
The remote meeting turned out to be extremely interesting and useful. Therefore, the participants of the training offered to hold such events as often as possible.
