During 2023–2026, cooperation between Kharkiv National University of Internal Affairs (KhNUIA) and the European Union Advisory Mission (EUAM) Ukraine covered educational and research activities, professional training, expert cooperation, and institutional capacity development. Key outcomes of this partnership are presented in the brochure “Development of Education within the System of the Ministry of Internal Affairs of Ukraine: Partnership for the Development of Modern MIA Education,” prepared jointly with the Ministry of Internal Affairs of Ukraine.
During this period, KhNUIA representatives participated in a study visit to Europol in The Hague (Kingdom of the Netherlands), contributed to the work of the Interagency Working Group on the Development of a Leadership Training Programme, and took part in meetings of the Interagency Expert Group. The University was also represented at the EUAM Ukraine event “Modernizing Security: The Impact of Women Professionals in Ukraine’s Civil Security Sector During Wartime,” held within the framework of the Riga Conference 2025 “Unity, Security and Resilience in a Fragmented World,” as well as in other joint initiatives.

Training programmes, professional exchanges, seminars, and workshops provided opportunities to study the experience of EU Member States and implement modern approaches into the educational process. Key areas of cooperation included the documentation and investigation of war crimes and international crimes, evidence collection and investigative procedures, Open Source Intelligence (OSINT), criminal analysis, combating human trafficking and illicit drug trafficking, financial investigations, cryptocurrency asset tracing, and countering money laundering.
Particular attention was paid to international humanitarian law, human rights protection, psychological support and mental health, non-discrimination and prevention of sexual harassment, as well as the development of analytical, communication, and training competencies.
Over four years, 70 educational and research-oriented events involving EUAM Ukraine international expertise were conducted. They brought together 3,408 participants, including academic staff, cadets, students, university management representatives, and law enforcement practitioners. As a result, 35 experts were trained and a pool of 95 trainers was established, enabling the dissemination of acquired methodologies and experience within the University. Participants received 210 certificates confirming the competencies gained and their professional development.

The cooperation also included advisory support for the development of educational programmes, EUAM Ukraine’s participation in KhNUIA educational and research activities, professional training support, and the implementation of European practices into the training of future law enforcement officers. Particular attention should be paid to five cooperation projects implemented through the University’s involvement in international technical assistance initiatives, support for educational infrastructure, and provision of modern resources and materials for the educational process.
Further cooperation will focus on strengthening practice-oriented training and expert interaction in the areas of criminal investigations, criminal justice, OSINT, criminal analysis, digital investigations, and combating organized and cross-border crime. Other priorities include countering hybrid threats, Foreign Information Manipulation and Interference (FIMI), cybercrime, and other emerging forms of crime, as well as developing strategic foresight and adapting professional training programmes to European standards.
