This was the title of a roundtable discussion organised by the academic staff of the Department of Administrative Law and Procedure of the Educational and Research Institute No. 3 of Kharkiv National University of Internal Affairs.
The event was opened by the Vice-Rector of Kharkiv National University of Internal Affairs, Honoured Lawyer of Ukraine, Doctor of Law, Professor, Police Colonel Oleksandr Muzychuk, who stressed that in light of recent legislative initiatives, the development of administrative and tort law in Ukraine remains extremely relevant. Hryhorii Dzhahupov, Deputy Director of the Educational and Research Institute No. 3, PhD in Law, Professor, noted that the purpose of the roundtable was not only to discuss key problematic issues related to the further development of administrative and tort legislation of Ukraine, but also to develop legal recommendations for their solution.
Olena Salmanova, Head of the Department, Honoured Worker of Education of Ukraine, Doctor of Law, Professor, focused on the main innovations of the draft Code of Ukraine on Administrative Offences and problematic aspects of implementing its provisions in practice. Professor of the Department, Honoured Worker of Science and Technology of Ukraine, Doctor of Law, Professor Anatolii Komziuk focused on the contradictions and shortcomings contained in the draft CUAO, which unnecessarily complicate the legal regulation of liability for administrative misconduct in general.

Professor of the Department, Honoured Lawyer of Ukraine, Doctor of Law, Professor Serhii Husarov shared his thoughts on possible ways to improve the preventive activities of the patrol police in the field of road safety, based on statistical data and the current state of legislative support for police activities in this area under martial law in the country. Other members of the Department of Administrative Law and Procedure also presented their reports.
Leading scholars from other Ukrainian higher education institutions, including Odesa State University of Internal Affairs, Bohdan Khmelnytskyi Cherkasy National University, Sumy State University, Poltava State Agrarian University, and the National University of Civil Defence of Ukraine, took an active part in the event. Representatives of the practical units of the National Police of Ukraine, the Bar, the National Agency of Ukraine for finding, tracing and management of assets derived from corruption and other crimes, the Temporary Detention Centre No. 1 of the Main Department of the National Police of Ukraine in Kharkiv region, as well as postgraduate students and applicants for higher education of the Kharkiv National University of Internal Affairs also joined the thematic discussions.
The second edition of the Textbook ‘Judicial, Law Enforcement, Supervisory and Human Rights Bodies of Ukraine’ prepared by the authors of the Department of Administrative Law and Procedure of the ERI No. 3 was presented at the scientific event. The textbook will be useful for higher education students, teachers, adjuncts, postgraduate students of higher education institutions of legal profile, researchers and practitioners.
