Within the framework of the cooperation of the Legal Clinic of Kharkiv National University of Internal Affairs in Vinnytsia with Vinnytsia Regional Association of Local Governments, another consultative meeting was held for local councils and residents of territorial communities of Vinnytsia region on environmental safety issues.

The experts were the Head of the Department of Legal Disciplines of Sumy branch of KhNUIA Oleksii Shumilo and the head of the department of aviation transport of Kremenchuk Flight College of KhNUIA Tetiana Kozlovska.
Deputy Head of the Secretariat of Vinnytsia Regional Association of Local Governments Svitlana Buialska noted that under martial law, local governments face an extremely difficult task - to take measures to respond to environmental problems, the lion's share of which is related to the consequences of terrorist actions of the aggressor state.
Oleksii Shumilo answered the question regarding the right to land of the water fund, which was raised at the previous meeting and caused a lively discussion. He analyzed the features of granting permits for emissions of substances that pollute the atmospheric air by stationary sources, how to reduce the negative impact on atmospheric air and public health in conditions of mass use of generators during planned power outages. The expert also considered the features of protecting the population from the harmful effects of noise in accordance with the Law of Ukraine "On the Public Health System", touched upon the issue of temporary prohibition (suspension) or termination of the activities of enterprises, institutions, organizations and facilities in case of their violation of the legislation on environmental protection under martial law, response and levers of influence of local governments on business entities that violate environmental legislation.
Tetiana Kozlovska considered the essence of technogenic and environmental hazards, provided statistical data that clearly demonstrate the damage caused by the armed aggression of the Russian Federation to the natural environment in terms of resource areas, analyzed the features of environmental pollution due to attacks on industrial facilities, the causes of air pollution, legal liability for violations of environmental legislation, the impact of hostilities on biodiversity, and pollution of natural waters.
Coordinators of the branch of the legal clinic of KhNUIA in the city of Vinnytsia, Serhii Hirenko and Vitalii Naida, invited representatives of territorial communities to prepare problematic issues that will become the basis for holding a new cycle of consultative meetings in 2025. At the end, Vitalii Naida told representatives of communities about the advantages of studying at KhNUIA, the specialties in which specialists are trained, and the work of the Driving School for Persons with Disabilities of KhNUIA in the city of Kamianets-Podilskyi, where participants in hostilities who have received disabilities have the opportunity to take a training course for category "B" or improve the level of safe driving.
