The purpose is national and patriotic education of higher education students, development of cultural and educational activities, popularisation of musical art among young people, which opens up new perspectives in the educational and social and humanitarian work of the university.

The memorandum was signed and further joint activities were discussed by Valerii Sokurenko, Rector of Kharkiv National University of Internal Affairs, Police General of the third rank, and Viktor Broniuk, Director of Mykola Leontovych Vinnytsia Regional Philharmonic and frontman of the popular Ukrainian band TIK.
