Tykhin Shevchenko, Head of the Department of Tactical and Special Training of Kharkiv National University of Internal Affairs, spoke to his European colleagues about police operations during a full-scale war, the organization of management in crisis conditions, and the changes the law enforcement system has undergone. He joined the European Union Agency for Law Enforcement Training (CEPOL) international course ONSITE COURSE 56/2026, "Law Enforcement Leadership – EU Crisis Management", as an expert and trainer. The course is taking place from 10 to 14 August at Daugavpils University (Latvia).

As part of the course, Tykhin Shevchenko is delivering a series of sessions on crisis management within the police force, drawing on the Ukrainian experience. He discusses the organisation of duty units, situation centres and operational headquarters, as well as police cooperation with other state bodies during crises. 

Particular attention was paid to the challenges faced by Ukrainian police officers during a full-scale war: working amid repeated missile and drone attacks, the activities of the "White Angels" evacuation teams, and maintaining law and order in de-occupied and frontline areas.

Issues relating to the reintegration of veterans into the law enforcement system, working with police officers who have combat experience, and training a new generation of law enforcement officers at higher education institutions with specialised training programmes attracted considerable interest.

The CEPOL course "Law Enforcement Leadership – EU Crisis Management" is designed to develop the managerial skills of middle and senior-level law enforcement leaders, particularly in the areas of coordinating actions, decision-making and responding to cross-border crisis situations.

Daugavpils University has been collaborating with CEPOL for several years. Tykhin Shevchenko’s participation as an expert and trainer provides an opportunity to share Ukraine’s practical experience with European law enforcement officers and strengthens Kharkiv National University of Internal Affairs’ international cooperation in the field of professional training for law enforcement officers.
