

The event was opened by the First Vice-Rector of Kharkiv National University of Internal Affairs, Police Lieutenant Colonel Viktor VASYLENKO, and the Head of the International Cooperation Department Tetiana MATIUSHKOVA. Viktor VASYLENKO emphasized the importance of the participation of Ukrainian scientists in international research programs and noted that participation in projects within the framework of the Horizon Europe program opens up wide opportunities for the development of science, technology and strengthening international cooperation in the field of public security. He expressed the hope that this event will contribute to deepening the participants' knowledge about the Horizon Europe competitions and will help to effectively prepare applications and implement new research initiatives in 2025.

Nadia NAUMOVA, Chief Specialist of the Horizon Europe Office in Ukraine Department of the National Research University of Ukraine, spoke about the Horizon Europe competitions under the third cluster "Civil Security for Society", the purpose of which is the development of innovations and scientific research that ensure the safety of citizens, society and infrastructure, outlined the funding volumes of the Civil Security for Society program, provided information on the application acceptance dates, participation conditions and project evaluation criteria. Also during her speech, the speaker highlighted the stories of successful participation of Ukrainian organizations in Horizon Europe programs, and also gave examples of funded projects “Civil Security for Society in Ukraine” of the Horizon Europe Program. In addition, the expert shared practical recommendations on preparing competitive project proposals, correctly completing applications and selecting appropriate partners for international cooperation.

Deputy Director for Scientific Work of the H. Ye. Pukhov Institute for Modeling Problems in Energy of the NAS of Ukraine, representative of the national NCP of the Horizon Europe Program in Ukraine Oleksandr CHEMERYS dedicated his report to the structure of Cluster 3 “Civil Security for Society” and acquainted the participants with its general budget, principles of financing and distribution of grants. An important part of the report was the presentation of open competitions planned for 2025, as well as the announcement of upcoming events.
A lot of detailed information about the third cluster in the direction of "Civil Security for Society" was provided by the head of the research laboratory of socio-psychological support, support and rehabilitation of employees of the Ministry of Internal Affairs of the Educational and Research Institute No. 3 (training specialists for preventive activities of the National Police of Ukraine) of KhNUIA, acting as the National Contact Point (NCP) of the Horizon Europe program in Ukraine in the direction of "Civil Security for Society" Oleksii SERDIUK. The participants of the information event learned about the main directions, priorities and strategic goals of Cluster 3. In particular, "Prevention and response to risks", "Cybersecurity", "Fighting crime and terrorism", "Protection of critical infrastructure", "Border security", "Supporting society's preparedness for crises". The speaker also spoke in detail about the competitions within each of the areas, noted the main and additional conditions for the participation of representatives of Ukrainian educational, scientific and other institutions and organizations in the competitions, the opportunities and prospects for participation within the Horizon Europe program for Ukraine in the competitions “Humanitarian Demining”, “Resilient Infrastructure”, “Robotic Systems”.
At the end of the event, the participants took the opportunity to ask questions to the speakers, to which they received comprehensive answers. As a result of the discussion, the participants agreed on the practical and scientific value of the participation of representatives of the Ukrainian scientific community in the projects of the Horizon Europe Program.
