Scholars, practitioners and international experts have discussed ways of combating crime in modern conditions

From year to year Lviv State University of Internal Affairs brings together scientists, practitioners and international experts for a broad discussion and search for ways of combating crime in modern conditions. Traditionally, event is attended by representatives of various insituitons who have a will to share experiences and achievements in this area.

  

Event format was changed this year due to the quarantine restrictions - participants of international conference communicated online. More than 100 scientists and practitioners joined the discussion. International experts from Poland and Romania, as well as representatives of the Ministry of Internal Affairs of Ukraine, National Police of Ukraine, Main Directorate of National Police of Lviv Region, Department of Strategic Investigations in Lviv Region, Lviv Regional Prosecutor's Office and departmental institutions of higher education - National Academy of Internal Affairs, Kharkiv National University of Internal Affairs and Donetsk Law Institute of the Ministry of Internal Affairs of Ukraine - shared their points of view.

Conference was co-organized by Field Office of the European Union Advisory Mission in Lviv.

  

Event was opened by LvSUIA Vice-Rector Olha BALYNSKA. Addressing the participants of the meeting, she wished everyone to have a fruitful discussion and conveyed greetings from the university rectorate. “This conference brought together like-minded scientists and practitioners who are experts in the field of crime prevention. With this in mind, we designed the program of the event to discuss main issues in this area: to analyze regulations and mechanism of their implementation, process of future law enforcement officers training, as well as to hear foreign experts on these issues. Joint combating crime is a task of every civilized state, because in today's globalized world, this problem becomes transnational.”

  

Head of EUAM’s Field Office Lviv Hannelore VALIER addressed the participants of international event with a welcoming speech. “Lviv State University of Internal Affairs is a university that inspires us and supports us in our efforts to implement reforms”, ​​she said. “I am convinced that universities are one of the most important institutions in the country. They concentrate intellect and best minds, are the driving force that leads to change, and also forms new generation, new mentality and way of thinking. Therefore, we are always glad to support Lviv State University of Internal Affairs and events that take place here.”

  

“Search of new ways to fight crime is extremely important”, said Hannelore VALIER. That’s why EUAM representatives joined today's discussion and hope that results of the conference will help to overcome this problem.

Professor Barbara SZCZYPTA-KLAK also addressed the conference participants, conveying greetings from the supervisors of State Higher School of Technology and Economics in Jaroslaw, Poland. She noted that new tools and means of effective response are needed to be developed to combat crime. “Exchange of knowledge and experience between law enforcement, judiciary and academics is particularly important in combating this problem”, said Barbara SZCZYPTA-KLAK.

In general, scientific-practical event was divided into two discussion platforms. First one concerned regulatory and legal support of law enforcement reform. During the second one, it was talked about the peculiarities of anti-corruption policy in Ukraine and abroad. Discussions were moderated by Olha BALYNSKA.

LvSUIA Professor of Department of Criminal Law and Criminology Faculty №1, Corresponding Member of National Academy of Legal Sciences of Ukraine Viacheslav NAVROTSKY started the discussion panel and shared his thoughts on the development of modern criminal law and told about ideas that are planned to be implemented in practice of combating crime.

Professor of LvSUIA Department of Criminal Law at Faculty of Law Iryna HLOVYUK dedicated her report to the topic of improving Criminal Procedure Code of Ukraine in context of draft proposals.

Ways to improve criminal procedural law to alleviate the problems that arise during the detention and search of a person were also discussed during the conference. Professor at LvSUIA Department of Administrative Law and Administrative Procedure of Faculty №3 Iryna BASYSTA shared her thoughts on this topic.

Senior General Police Adviser at EUAM’s Field Office Lviv Marek DZIERZEGA told about some aspects of police reform in Poland. And professor of LvSUIA Department of Operative-Search Activity of Faculty №2 Anatoliy MOVCHAN started a discussion on the training of investigators and investigators for the bodies of National Police of Ukraine.

Participants of the conference actively participated in the discussion, shared their own experiences and visions on various aspects of combating crime.

  

Next discussion panel was opened by Chairman of the Public Council at Ministry of Internal Affairs of Ukraine, Head of Center for Prevention and Counteraction to Corruption Volodymyr MARTYNENKO, who suggested discussing the topic: “Fighting Corruption in Ukraine - Myth or Reality.”

He noted that today's conference launches a number of scientific and practical events on anti-corruption issues.

  

EUAM Anti-Corruption Advisor Adrian BANU also joined the discussion. Expert spoke about the model of assessing corruption riskis in Romania.

  

Acting Head of Center for Criminal Analysis of National Academy of Internal Affairs Vladislav SHKOLNIKOV taught about the capabilities of API-interface during processing and analysis of open data in anti-corruption field. And Head of Scientific Laboratory for Combating Crime of National Academy of Internal Affairs Andriy VOZNIUK spoke on “Corruption criminal offenses: current issues of legislation and law enforcement.”

Head of 6th Unit (Anti-Corruption) of Department of Strategic Investigations in Lviv Region Marta SAMCHENKO shared interesting cases related to the application of anti-corruption legislation in practice.

  

Summing up the results of international scientific-practical conference, a corresponding resolution, which included main ideas and proposals expressed by the participants, was accepted.
