Given the current circumstances, the priority for the Department of Criminal Procedure and Criminalistics at Odesa State University of Internal Affairs is to continuously and systematically strengthen the practical component in the training of qualified and competent specialists for the National Police of Ukraine. To achieve this goal, the department utilizes a variety of educational and training platforms.


In light of the above, on June 23, Professor Mykola Yankovyi of the department conducted an optional practical session for cadets of the 309th training platoon of the Faculty of Training Specialists for Pre-trial Investigation Bodies at the National Police of Ukraine on the course «Criminalistics» on the topic «Specifics of Crime Scene Examination During Criminal Investigations Under a State of Emergency or Martial Law», conducted in a hybrid format.
Practitioners from Odesa city police units actively participated in the session. In particular, Police Captain Mariia Stefanenko – a forensic specialist with the Forensic Support Sector of the Investigative Department at Odesa District Police Department No. 1 of the Main Directorate of the National Police in Odesa Region – familiarized the cadets with safety measures during crime scene investigations under a state of emergency or martial law; the specifics of identifying and seizing physical evidence under such conditions; demonstrated how to examine firearms and other explosive devices at a crime scene; provided advice on packaging weapons to preserve dactyloscopic and molecular-genetic traces; explained the specifics of documenting objects with firearm damage and other items in the crime scene investigation report, etc.


Special attention was paid to the issue of information and analytical support for pre-trial investigation agencies, which is provided by forensic support units. Police Captain Ivan Perebyinos – a forensic specialist with the Forensic Support Sector of the Investigative Division of the Odesa District Police Department No. 1 of the Main Directorate of the National Police in Odesa Region – shared his professional experience in this area, discussed the practical applications of the National Police Information Portal (NPIP) during criminal investigations, and elaborated on the functional capabilities of the «Slid» information subsystem as a vital tool for solving crimes, particularly in hot-on-the-trail investigations.


The cadets listened with interest as they received thorough and expert answers to the questions that piqued their curiosity. During these sessions, the future law enforcement officers’ theoretical knowledge is supplemented with practical experience, which is undoubtedly important for achieving learning outcomes.
