
The Declaration was signed by Viktor Vasylenko, First Vice-Rector of Kharkiv National University of Internal Affairs, and Dimitras Khomenko, Director of the State Police College of Latvia.
This agreement is aimed at promoting cooperation in the following forms: mutual study visits of representatives of the academic staff and students to exchange experience; exchange of scientific information, the latest teaching materials and articles for publication in scientific publications of educational institutions; involvement of representatives of the university and college in the author's teams for the preparation of modern educational and scientific publications, joint research and practical sessions; joint organization and holding of international conferences and seminars.

Dimitras Khomenko noted the importance of sharing best practices and experience in fighting crime, the significant importance for Latvian police officers of the knowledge and experience of overcoming challenges caused by martial law by Ukrainian police officers, and emphasized the need to deepen knowledge and improve competencies in the field of public security. He also expressed his unconditional support for Ukraine's resistance to Russian military aggression and emphasized the support of Kharkiv National University of Internal Affairs.
First Vice-Rector Viktor Vasylenko praised the signing of the Declaration on Cooperation between Educational Institutions in the educational and scientific spheres, emphasized the importance of cooperation in defense and law enforcement between Ukraine and the Republic of Latvia, and expressed hope for further strengthening of international cooperation in the field of police education.
