On November 18th, an online event of the Luhansk State University of Internal Affairs named after E.O. Didorenko in partnership with the Luhansk Regional Prosecutor's Office was held. Representatives of the Luhansk Court of Appeal, the National Research Center "Institute of Forensic Science named after prof. M.S. Bokarius”, GUNP in Luhansk region, Luhansk regional prosecutor's office and ZVO of the system of the Ministry of Internal Affairs considered problematic issues that arise during the investigation of criminal offenses, as well as ways to solve them.
Rector of LDUVS named after E.O. Didorenko Vitaliy Komarnytskyi greeted the participants of the round table and thanked all those who responded to the invitation in such difficult times and took part in the event dedicated to solving of urgent applied problems that arise in law enforcement in connection with the introduction of criminal offenses in Ukrainian legislation.
"I would like to draw your attention to the fact that our university has carefully prepared for the training and methodological support of training specialists in the investigation of criminal offenses. As you know, the relevant process has started on July1st this year with the entry into force of the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine to Simplify Pre-trial Investigation of Certain Categories of Criminal Offenses." In order to ensure a qualitative process of investigation of misdemeanors, the lecturers of our university were among the first in Ukraine to develop a distance course "Specialization of Investigators of the National Police of Ukraine." This course, being the only structured case, involves the acquisition of the necessary knowledge of the investigator (through lectures materials with video recording of certain investigative actions) as well as it allows effective testing of knowledge (by performing test tasks) and acquiring special skills (through procedural documents). In March of this year the first advanced training courses for the investigators of GUNP of Luhansk and Donetsk regions were organized and conducted. I am confident that the professional and representative level of knowledge, experience and proper professional qualities of the participants of our meeting will provide the opportunity to develop proposals and recommendations that will help to increase the effectiveness of the investigation of criminal offenses. I wish all the participants of the round table good health, fruitful and constructive work, success in the implementation of your plans" - Vitaliy Komarnytsky addressed the audience.
In their reports the participants focused on the system of criminal offenses against justice in the field of implementation and ensuring normal activities of the bodies of inquiry, pre-trial investigation, prosecution and court; application of measures to ensure criminal proceedings in criminal proceedings on criminal offenses; expert conclusions as a new procedural source of evidences; problematic issues that arise during the investigation of criminal offenses, etc.
