The 10th International Scientific and Practical Conference "Training of Law Enforcement Officers in the System of the Ministry of Internal Affairs of Ukraine under Martial Law" was held at KhNUIA

The scientific forum was organized by the departments of tactical and special training and special physical training of the Educational and Research Institute No. 2. It was attended by scientists, practical workers, specialists from higher education institutions with specific training conditions, military higher educational institutions, representatives of EUAM, The HALO Trust, higher education seekers, etc.

The scientific event was opened by the Rector of the university, corresponding member of the National Academy of Legal Sciences of Ukraine, Doctor of Law, Professor, Honored Lawyer of Ukraine Valerii SOKURENKO. He emphasized the importance of training law enforcement officers in the Ministry of Internal Affairs system in conditions of martial law as an integral part of the security and defense sector.

The conference was attended by the rector of Dnipro State University of Internal Affairs, Doctor of Law, Professor Oleksandr MORHUNOV, who noted that it is the higher education institutions of the Ministry of Internal Affairs that are tasked with training highly qualified employees for the bodies and units of the National Police, who will adequately protect the sovereignty, the rights and freedoms of citizens, and combat crime.

Vincent HAUGHNEY, representative of the European Union Advisory Mission and Senior Adviser on Investigation of International Crimes, emphasized the importance of training law enforcement officers in armed conflict situations, particularly given the specific nature of documenting and investigating war crimes. It is also important for cadets to study international documents on the investigation of war crimes.

The scientific event focused on issues related to unmanned aerial systems and the fight against drones, the formation of an institution of negotiators in the National Police system, post-traumatic stress disorder in NPU psychologists, the National Guard of Ukraine, and the Armed Forces of Ukraine in the context of armed conflict, the use of artificial intelligence in police activities to maintain public order and public safety, the role of special physical training in the training of future employees of the security and defense sector of Ukraine, trends in medical and pre-medical training of personnel in the security and defense sector of Ukraine under martial law, and so on.

The following speakers and participants took part in the presentations and discussions: Mykola PUTII, Head of the Rapid Response Corps Department of the National Police of Ukraine; Valentyn NECHKO, Deputy Director of the Ukrainian Demining Center; Maris VITKOVSKIS, Head of the Technical Support Department of the Main Resource and Anti-Crisis Department of the Latvian State Police; Oleksandr KNIAZIK, representative of The HALO Trust, Head of the training group for instructors on risks associated with explosive objects; Oleksii SERDIUK, Head of the Research Laboratory of Social and Psychological Support, Assistance and Rehabilitation of MIA Employees of the Educational and Research Institute No. 3 of Kharkiv National University of Internal Affairs, Candidate of Sociological Sciences, Associate Professor; Valeriia PODOROZHKO, Acting Head of the Analysis and Negotiation Activities Sector of the Special Operations Department of the Rapid Response Corps of the National Police of Ukraine; Deputy Head of the Investigation Department of the Main Directorate of the National Police in Volyn Oblast, Candidate of Legal Sciences Oksana SIVAK, Junior Researcher at the State Institution “Scientific Center for Aerospace Research of the Earth of the Institute of Geological Sciences of the National Academy of Sciences of Ukraine,” Doctor of Philosophy Stanislav Holubov, Instructor in the Combat Army System of the Training Complex of the Department of Physical Education, special physical training and sports at Ivan Kozhedub National Air Force University in Kharkiv, Maksym ROHOZNYI, senior lecturer at the Department of Tactical and Special Training, Faculty No. 1, Lviv State University of Internal Affairs, Bohdan BILINSKYI, and other participants.

The conference served as a platform for the exchange of experience, scientific approaches, and successful practices in the field of professional training of personnel in the security and defense sector of Ukraine under martial law.
