Kharkiv National University of Internal Affairs hosted the International Scientific and Practical Conference "Crime and Counteraction to it in the Conditions of War and in the Post-War Perspective: Interdisciplinary Panorama"

The conference was opened by Valerii Sokurenko, Rector of Kharkiv National University of Internal Affairs, Corresponding Member of the National Academy of Legal Sciences of Ukraine, Doctor of Law, Professor, Honored Lawyer of Ukraine, Police General of the third rank, who outlined the tasks of Ukrainian law schools in the context of war and defined the prospects for joint work in combating crime.

During the international conference, reports were made by: member of the Commission on Legal Reform under the President of Ukraine, head of the Working Group on the Development of Criminal Law, academician of the National Academy of Legal Sciences of Ukraine, doctor of legal sciences, professor, Honored Worker of Science and Technology of Ukraine Yurii Baulin; one of the founders of the criminological school of KhNUIA, acting rector of the National Aerospace University "Kharkiv Aviation Institute", doctor of legal sciences, professor, honored worker of education of Ukraine Oleksii Lytvynov; Professor of the Department of Criminal and Legal Disciplines of the Institute of Law of the Lviv State University of Internal Affairs, Doctor of Legal Sciences, Professor, Honored Lawyer of Ukraine Iryna Hloviuk; judge of Solomianskyi District Court of Kyiv, Iryna Teslenko.

Head of the Department of Criminal Law and Criminology, Faculty No. 1 of KhNUIA, Doctor of Law, Professor, Police Major Yurii Orlov drew the attention of conference participants to the problem of protecting human rights and combating crime in the context of implementing transitional justice.

Foreign colleagues also joined the work of the conference: Michal Vyvoda, Senior Adviser on OSINT at EUAM mission in Ukraine (Czech Republic); Associate Professor in Economic Crime & Compliance Centre for Cybercrime and Economic Crime, School of Criminology and Criminal Justice, University of Portsmouth (UK), PhD, Dr. Bronislav Hock; QUENIVET Noëlle - Director of Research and Enterprise at Bristol School of Law, University of the West of England (UK), Doctor of Philosophy, Professor of International LawŠIMIC Goran, Associate Professor at the University of Vitez (Bosnia and Herzegovina), PhD in Criminal Law.

The main goal of the conference is to unite the efforts of scientists and practitioners in the format of a constructive discussion at the border of various sciences of the criminal law block (criminal law, criminal law, criminology, criminal process, forensics), exchange of experience, in particular foreign experience, promotion of innovations in the reduction of cases criminogenic threats in connection with the full-scale armed aggression of the Russian Federation against Ukraine and in the context of the post-conflict period.

The theme of the event is a response to the challenge of the aggressive, brutal, unprovoked war unleashed by Russia against Ukraine. This is a reflection of the most urgent problems of society, which affected everyone in connection with the socio-political situation in the country and the need to ensure national security, territorial integrity of our country, the preservation of the life and health of every Ukrainian, and protection from criminogenic threats in a period of crisis.

In total, more than 160 legal experts took part in the conference, including recognized scientists - academics, corresponding members of the National Academy of Legal Sciences of Ukraine, honored lawyers of Ukraine, honored workers of education of Ukraine, doctors of legal sciences, professors, and young scientists - students of higher education. Practical employees of criminal justice bodies, as well as foreign colleagues from research institutions and educational institutions of Great Britain, Romania, Bosnia and Herzegovina, and the Czech Republic showed considerable interest in the scientific event.

All participants of the conference directly make significant efforts to study the regularities of the reproduction of crime, the effective implementation of measures to combat it in the conditions of war and post-war transition, in particular, in the combination of cognitive and practical-transformative potentials of criminal law, criminological, criminal and executive doctrine, as well as criminal process, criminology.

According to the results of the work of the international scientific and practical conference, a resolution was adopted, which contains specific recommendations and proposals for improving anti-criminal legislation and the practice of its application. The resolution will be sent to the appropriate law enforcement agencies for processing and feedback.

The materials of the conference are a significant contribution to the development of a priority problem for Ukraine - combating crime under martial law and in the post-war perspective.
