The topic of the roundtable was ‘Corruption risks in the activities of the Ministry of Internal Affairs, ways to prevent and combat corruption’. The event was opened by Anatolii Fodchuk, Head of the Corruption Prevention Department of the Ministry of Internal Affairs of Ukraine, Doctor of Philosophy in Law, and Oleksandr Muzychuk, Vice-Rector of the University, Doctor of Law, Professor.
The discussion was joined by representatives of international organisations, including Ketil Nielsen, Special Adviser to the Centre for Integrity in the Defence Sector of the Norwegian Ministry of Defence, Dmytro Yevdokymov, National Adviser on Security Sector Governance and Reform at the Geneva Centre for Security Sector Governance, and Bohdan Shapka, Anti-Corruption Expert at the European Union Advisory Mission Ukraine. The roundtable was also joined by the Deputy Head of the Internal Affairs Department of the Ministry of Internal Affairs of Ukraine, Serhii Yaremenko, who presented some aspects of the implementation of the anti-corruption policy of the Ministry of Internal Affairs. In his report, he outlined the main areas of work of the Ministry of Internal Affairs in this area, focusing on the importance of coordination with other government agencies and the public to effectively prevent corruption.
The participants actively discussed the issues of building integrity, the possibility of introducing military police, as well as international experience in combating corruption and the possibility of implementing it in national legislation.
The event was attended by representatives of NGOs, including Anna Fedorenko and Olena Karpova from the NGO ‘Foundation for Institutional Development’. Anna Fedorenko stressed the importance of implementing codes of integrity as an effective tool for preventing corruption, while Olena Karpova focused on the specifics of paying rewards to whistleblowers.

Other presentations were made by Oleksandr Koronenko, Head of the Corruption Prevention and Detection Department of the Main Directorate of the National Guard of Ukraine, who discussed possible corruption risks and their impact on national security and defence of Ukraine, and Igor Luppa, Head of the Corruption Prevention Department of Kharkiv Oblast National Police.
The roundtable ended with a presentation by Oleksii Zaitsev, Head of the Department of Civil, Labour and Commercial Law of Kharkiv National University of Internal Affairs, who combined theoretical aspects and practical challenges arising from public procurement. He elaborated on the legal regulation of this process and shared his experience in preventing corruption risks in public procurement.
The event has become a key platform for sharing experience and discussing effective methods of preventing and combating corruption in Ukraine, taking into account international experience in this area.
