The OSUIA discussed the theoretical and praxeological foundations of the operational and investigative activities of the National Police of Ukraine

Odesa State University of Internal Affairs hosted a meeting of the All-Ukrainian Round Table «Theoretical and Praxeological Foundations of Operational and Investigative Activities of the National Police of Ukraine».

The event was attended by representatives of the Ministry of Internal Affairs of Ukraine, the Central Office of the National Police of Ukraine, the Main Department of the National Police in Odesa Region, the Odesa Regional Prosecutor's Office, scientific and pedagogical staff of the National Academy of Internal Affairs, Odesa State University of Internal Affairs, Dnipro State University of Internal Affairs, Donetsk State University of Internal Affairs, Kharkiv National University of Internal Affairs, Lviv State University of Internal Affairs, who teach the academic discipline (subject) «Operational-Investigative Activity».

The Deputy Head of the National Police of Ukraine, Head of the Criminal Police, Third Rank Police General Andrii Niebytov, addressed the participants with an introductory speech. who emphasized that under martial law, National Police units face new challenges every day related to regulatory and legal support for their activities, organization, and tactics for conducting operational and investigative measures to combat various types of criminal offenses.

«It is important that cadets are prepared for the modern challenges of war, are familiar with current trends in crime, and are proficient in the use of advanced tools for combating crime. Systematic internships, participation in practical activities, and the creation of new mechanisms for preventing and combating crime with the participation of young people should become key components of the training of future officers. Only an organic combination of theoretical knowledge and practical competence will allow us to form a new generation of law enforcement officers capable of acting decisively, professionally, and responsibly», emphasized Third Rank Police General Andrii Niebytov.

During the meeting, issues related to the legal support of the activities of the operational units of the National Police of Ukraine were discussed, as well as organizational aspects of the operational and investigative activities of the National Police of Ukraine under martial law, and the improvement of the areas and methods of teaching the academic discipline (subject) «Operational and Investigative Activities» in higher education institutions with specific learning conditions that are under the jurisdiction of the Ministry of Internal Affairs of Ukraine.

The participants of the event supported proposals on the need to develop a draft Law of Ukraine «On Criminal Intelligence», which will replace the Law of Ukraine «On Operational-Investigative Activity»; on ensuring high-quality training of police officers in higher education institutions with specific training conditions belonging to the sphere of management of the Ministry of Internal Affairs; maintaining constant communication between higher education institutions and the relevant departments of the National Police of Ukraine, as well as directing scientific research towards resolving the theoretical and praxeological foundations of the activities of the operational units of the National Police of Ukraine in the context of the establishment of criminal intelligence in the state.
