Scientists of the National Academy of Internal Affairs, together with employees of scientific institutions, bodies and divisions of the National Police of Ukraine, have developed methodological recommendations, considering the basic concepts, features of collecting and principles of working with electronic (digital) evidence, as well as criminal procedural principles of their detection, review, fixation, seizure and packaging for further carrying of such evidence.
The preparation of these recommendations was attended by scientific and pedagogical staff of the Department of Information Technology and Cybersecurity of ESI № 1 of NAIA: professor Oleksandr Korneiko, professor Valerii Khakhanovskyi as well as senior police lieutenant Vladyslav Shkolnikov.
The purpose of these recommendations is to provide basic knowledge to law enforcement officers, who are not experts in the field of modern information technologies and systems, on electronic (digital) evidence, the correct formulation of specific questions to experts, operators and providers to obtain information needed in criminal investigations as well as compliance with the relevant rules for the collection and storage of such information. The recommendations are using the practical experience of employees of the Cyber Police Department and the Main Investigation Department of the National Police of Ukraine and the State Research Forensic Center of the Ministry of Internal Affairs of Ukraine.
The recommendations are intended for employees of investigative and operational units of the National Police, other law enforcement agencies of Ukraine, as well as scientists, teachers and applicants for legal education.
