The scientific event was opened by the Rector of Kharkiv National University of Internal Affairs, Corresponding Member of the National Academy of Legal Sciences of Ukraine, Doctor of Law, Professor, Honored Lawyer of Ukraine, Police General of the Third Rank Valerii Sokurenko. In his speech, he emphasized the relevance of scientific understanding of the problems of combating crime in the conditions of ongoing armed aggression against Ukraine. In particular, he emphasized that, despite the expectation of a quick transition to the post-war stage, modern challenges require a systematic interdisciplinary approach to the study of criminal legal phenomena in the war period. Separately, the rector emphasized the stability of Ukrainian society and the importance of consolidating the scientific and practical community in order to develop effective solutions in the field of criminal justice.

The main purpose of the conference was to unite the efforts of scientists and practitioners through a constructive discussion at the intersection of different disciplines of the criminal law bloc (criminal law, criminal enforcement law, criminology, criminal procedure, criminalistics), exchange of experience, particularly international experience, and promotion of innovations to reduce criminogenic threats associated with the full-scale armed aggression of the Russian federation against Ukraine, as well as in the context of the post-conflict period.

The event, dedicated to the challenges caused by Russia’s war against Ukraine, highlighted the socio-political situation, the need to ensure national security and territorial integrity, the protection of the lives and health of Ukrainians, and defence against criminal threats during this period of crisis.

Over 200 legal experts took part in the conference – leading academics, practitioners, representatives of state authorities and the international community, as well as young researchers united by their study of the challenges of combating crime under martial law.

Following the proceedings of the international scientific and practical conference, a resolution was adopted containing specific recommendations and proposals for improving criminal and criminal procedural legislation, as well as the practice of its application. This resolution will be sent to the relevant law enforcement agencies for further consideration and feedback.

The conference proceedings represent a significant contribution to addressing the priority issue for Ukraine of combating crime under martial law and in the post-war period.
