Another consultative meeting was held for representatives of local councils and residents of territorial communities of Vinnytsia

The event on the topic "Current issues of transferring land plots into ownership during the period of martial law" was organized within the framework of cooperation between the Legal Clinic of Kharkiv National University of Internal Affairs in Vinnytsia, the Vinnytsia Regional Association of Local Governments and the Central-Western Department of Free Legal Aid of the Northern Interregional Center for Free Legal Aid. The consultative meeting brought together officials and employees of local governments of Vinnytsia, including heads of territorial communities and district councils, specialists from departments and units of territorial community services, and residents of communities.

Representatives of Nemyriv City Council and Murovano-Kurylovetsk Village Council prepared questions for experts that are of greatest concern to residents of communities.
The experts were Oleksii SHUMILO, Head of the Department of Legal Disciplines of Sumy Branch of KhNUIA, and Serhii ORISHCHUK, Head of the Bar Bureau of Legal Aid Sector of Vinnytsia Department of Free Legal Aid of the Central-Western Department of Free Legal Aid of the Northern Interregional Center for Free Legal Aid.

At the beginning of the meeting, the Head of the Secretariat of Vinnytsia Regional Association of Local Governments Ihor SHUTIAK addressed those present, emphasizing that in times of war, local governments face difficult challenges in the area of land transfer. He emphasized the importance of both a theoretical understanding of these issues and an analysis of practical aspects of their resolution in territorial communities.

Oleksii SHUMILO focused on individual provisions of the Constitution of Ukraine, the Code of Administrative Procedure of Ukraine, and the legal positions of the Supreme Court. Answering questions from communities, he explained in detail the procedure for the city council and its structural divisions to transfer land plots into ownership, outlined the current restrictions in this area under martial law, and prepared detailed recommendations for local governments.

Serhii ORISHCHUK, who devoted a significant period of his professional career to work in local governments, within the framework of the consultative meeting analyzed the provisions of the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Regarding the Peculiarities of Regulation of Land Relations under Martial Law”, the Land Code of Ukraine, and also considered the norms of free privatization. He drew attention to the problems faced by participants in hostilities, explained the procedure for state registration of a land plot in the State Land Cadastre, and provided statistical data on key indicators of the agricultural land market.

Coordinators of the Legal Clinic of KhNUIA branch in the city Vinnytsia Serhii HIRENKO and Vitalii NAIDA called on representatives of territorial communities to prepare questions for the next consultative meeting, which will be dedicated to the protection of the rights of servicemen and veterans under martial law.
At the end of the event, Vitalii NAIDA spoke about the advantages of studying at KhNUIA and the specialties in which specialists are trained. He also introduced community representatives to the activities of the Driving School for Persons with Disabilities of KhNUIA in Kamianets-Podilskyi, where participants in hostilities who have received disabilities have the opportunity to take a training course for category "B" or improve the level of safe driving.
