KhNUIA: International experience in countering hybrid threats

Associate Professor of the Department of Criminal Law and Criminology of Kharkiv National University of Internal Affairs Kseniia Yurtaieva took part in the conference of the European Union Agency for Law Enforcement Training (CEPOL) "Research Week on Hybrid Threats". The event was held at the CEPOL headquarters in Budapest and was dedicated to the exchange of experience in countering hybrid threats and the development of a training course on the relevant topic for educational institutions for training law enforcement officers. The event brought together experts, researchers, educators, police officers and employees of other law enforcement agencies, official representatives of states on international cooperation of the European Union, Eastern Partnership countries, as well as African countries.

The conference participants, together with CEPOL’s experts, discussed the current challenges posed by hybrid threats to the countries of the European region and other states, their transformation in modern conditions, scientifically based methods for identifying hybrid threats and effective methods for countering them. Particular attention was paid to the importance of strengthening the system for countering hybrid threats with the mandatory provision of respect for democratic values, procedural guarantees and the rule of law.

During the practical part, Kseniia Yurtaieva, together with other participants, participated in the development of model training programs for law enforcement officers on the topic of countering hybrid threats at three levels: operational, tactical and strategic. The representative of KhNUIA presented at the conference the experience of the Ukrainian law enforcement system in countering hybrid threats, outlined the changes that occurred in the security environment during the war period, and identified ways to adapt operational response and legislative norms in order to increase the effectiveness of countering and reduce the intensity of hybrid threats. Ukraine's experience in countering hybrid threats was highly appreciated by the participants of the working groups and taken into account when developing model training programs for countering hybrid threats for tactical and strategic management levels.

The recommendations of the working groups of the conference, in the work of which Associate Professor Kseniia Yurtaieva took part, will be taken into account when updating the training programs in the disciplines of the criminal law cycle of KhNUIA and included in the vectors of scientific research within the framework of writing scientific monographs, preparing dissertations, and scientific work with cadets of the police academy.
