KhNUIA: Horizon Europe RESONANT project presented at Kharkiv Media Forum

The Head of the Research laboratory of socio-psychological support, assistance and rehabilitation of employees of the Ministry of Internal Affairs of Kharkiv National University of Internal Affairs, Oleksii SERDIUK, joined the work of Kharkiv Media Forum. One of the main topics of the event was the fight against disinformation and propaganda by the Russian Federation.

Oleksii SERDIUK presented the first results of the Horizon Europe project “RESONANT” – multidisciplinary research cooperation on information suppression and diaspora communities as a target of foreign information manipulation and interference, co-implemented by Kharkiv National University of Internal Affairs and the Ministry of Internal Affairs of Ukraine on the Ukrainian side.
Within the framework of the project, specialists from KhNUIA, together with cyber police officers from European countries, conducted a study of tactics, techniques and procedures of information interference, and prepared a compendium of means of countering information manipulation.
The RESONANT project aims to create a better picture and understanding of state and non-state actors that manipulate information, as well as recommend strategies, tools and methodologies to reduce the impact and vulnerability of target groups, such as diaspora communities. To understand which actors outside the EU are using tactics, techniques and procedures of information manipulation in a coordinated manner, RESONANT conducted an analysis of incidents of suppression and manipulation of information, created a database (cases), and studied available tools for their detection and analysis. To deepen knowledge about the consequences of information suppression and determine means of countering, RESONANT proposes to conduct an analysis of disinformation cases in four dimensions - content, behavioral, technological and financial. A similar approach is implemented in the Compendium of Countermeasures and validated tools are proposed for each dimension.
Participation in Horizon Europe projects allows Ukrainian scientists and practitioners to strengthen their international ties, integrate into the European scientific space, and introduce innovative developments into the educational process and practical law enforcement activities.
