Kharkiv National University of Internal Affairs Contributes to the Development of a Leadership Program in Cooperation with EUAM and the Ministry of Internal Affairs

The Leadership Program is a key element of cooperation between the Ministry of Internal Affairs of Ukraine and the European Union Advisory Mission (EUAM). Through joint efforts of Ukrainian and international experts, a modern model for training managers in the security sector is being developed, aimed at forming a new generation of effective leaders.

The interagency expert group operates with the participation of representatives of the Kharkiv National University of Internal Affairs, the National Academy of Internal Affairs, state universities of internal affairs in Dnipro, Donetsk, Lviv, and Odesa, the National Academy of the National Guard of Ukraine, the Prosecutors’ Training Center, the State Customs Service, and central bodies of the MIA system.

KhNUIA was represented in the International Expert Group by Tetiana Matiushkova, Head of the International Cooperation Department, and Kostiantyn Buhaichuk, Head of the Research Laboratory on Legal Support of Police Activities and Crime Prevention.

The work began with a presentation by EUAM Strategic Leadership Adviser Roman Shabo. EUAM expert Karl Plesner conducted an interactive session titled “Using Emotional Intelligence for Social Design,” during which participants explored techniques for conflict resolution and managing negative emotions. EUAM international experts — Johan Maartensson, Daisy Verwer, Dorel Fronea, Karster Twelmeyer, and Anita Sorti — presented national approaches to leadership development in Sweden, the Netherlands, Germany, Italy, and Slovakia. The presentations were followed by discussions on education and career development of police officers in these countries and in Ukraine, as well as a summary of the first day’s outcomes.

The second day was dedicated to online presentations by the Police Academy of Slovakia. Lenka Strausova, a representative of the Department of Lifelong Learning and Information Systems Management, presented an interdisciplinary management course aimed at developing leadership competencies of police unit commanders. Roman Shabo also introduced the model “Radical Candor: Building Strong Relationships and Better Results.” The participants then worked on topics for the next meeting and outlined the agenda for the upcoming working session.
