Kharkiv National University of Internal Affairs and EUAM: a new stage of cooperation in war crimes investigation

In the framework of long-term cooperation, 17 representatives of the European Union Advisory Mission Ukraine, including 15 foreigners, visited Kharkiv National University of Internal Affairs in Kamianets-Podilskyi.
During the visit, the EUAM delegation held an official meeting with the university administration, which was represented by the First Vice-Rector Viktor VASYLENKO, the Directors of the Educational and Research Institutes No. 1 and 4 Vitalii ROMANIUK and Mykola MARCHUK, their deputies Oleksii SALMANOV and Yurii ONYSHCHENKO, and the Head of the International Cooperation Department Tetiana MATIUSHKOVA.
On behalf of the university's Rector, Valerii Sokurenko, Viktor Vasylenko welcomed the guests and emphasized the importance of cooperation with European partners in reforming Ukraine's law enforcement system and improving the skills of law enforcement officers. In his speech, he emphasized the considerable experience of both university professors and officers, as well as cadets who perform their professional duties in areas close to the front lines. This allows them to be actively involved in organizing and conducting training sessions by the European Union Advisory Mission Ukraine, acting as expert trainers. “Such cooperation contributes not only to professional development, but also significantly strengthens the partnership between the university and the Mission, ensuring high quality of joint work,” said the First Vice-Rector.

Gary Corrigan, Head of EUAM Ukraine's International Crimes Investigation Unit, noted the high level of equipment at Kharkiv National University of Internal Affairs in Kamianets-Podilskyi and the level of training of the cadets: “It is a great honor for me to be at Kharkiv National University of Internal Affairs, as it gives me the opportunity to be part of an important process of training future experts.” Gary Corrigan also emphasized that working together with Ukrainian colleagues is an important step in the development of cooperation.

The participants of the meeting also discussed the issues of strengthening the practical training of higher education students, key aspects of the organization of the educational process, and conducting trainings.
The purpose of the visit was to conduct a comprehensive training for cadets and staff of Kharkiv National University of Internal Affairs on the methods of investigating war crimes, which are of particular relevance in the current situation. The following topics will be discussed: “Stabilization measures / public order protection”, ”Use of open sources of information in criminal proceedings (OSINT). Practical OSINT on war crimes / case studies”, ‘Criminal analysis’, ‘Tactical military medicine’, ”Tactical training. Inspection / examination / clearing of premises”, ”Shelling: trajectory and weapons. Fixing the consequences of shelling. Use of UAVs. Sampling for DNA - examination and inspection of the scene”, ‘Strategy for preventing and combating conflict-related sexual violence in Ukraine’, ‘Witness protection protocols’, ”International humanitarian law. The European Court of Human Rights”.
Both sides emphasized the importance of such cooperation for the development of professional competencies of future law enforcement professionals.
